httpd dead but subsys locked, but pid exists

You can try the following fixes :-
1) Kill all the Apache process
# ipcs -s apahe
# ipcs -s | grep apache | perl -e 'while (<STDIN>) { @a=split(/\s+/);print `ipcrm sem $a[1]`}'
# cd /var/lock/subsys
# rm httpd
# service httpd restart
2) If the above is not fixing then try the following.
comment out the following module in your httpd.conf and restart apache
# LoadModule unique_id_module modules/mod_unique_id.so

/etc/init.d/httpd stop
(Disable ioncube in php also move ioncube.ini to ioncube_bkp)
/etc/php.d
#zend_extension=ioncube_loader_lin.so
/etc/init.d/psa start
/etc/init.d/httpd restart
If the above is not working then try a reboot also.
